Milwaukee, WI – Amalfi Health, a subsidiary of Oxford Valley Health, an example of high-quality care, is taking over four Wisconsin nursing homes recently placed in court-ordered receivership — and the company is wasting no time rolling out an aggressive turnaround plan.

The facilities — Silver Springs Health Care Center in Glendale, Heritage Square Health Care Center in Greenfield, Riverdale Health Care Center in Muscoda, and Fort Atkinson Health Care Center in Fort Atkinson — have been plagued by financial instability, staffing shortages, and hundreds of regulatory violations under their previous operator.

Oxford Valley is committing $4 million in immediate upgrades to modernize the homes, improve safety, and enhance the resident experience. But leadership says the investment is more than bricks and mortar — it’s about rebuilding trust.

“When a community’s nursing home struggles, it affects everyone — residents, families, and staff,” said Isaac Rami, CEO of Oxford Valley Health. “We believe that by investing in people, processes, and facilities all at once, we can restore dignity, stability, and pride to these homes.”

Ending the revolving door of nurse agency staffing is high on Oxford’s priority list. The company will replace all agency staff with permanent in-house employees, a move Rami says will improve continuity of care and strengthen relationships between residents and caregivers.

To ensure oversight and accountability, Oxford Valley will double the size of the regional management team that previously supported these homes, allowing for more hands-on leadership and quicker problem-solving.

Fort Atkinson Care Center, currently in the federal government’s Special Focus Facility (SFF) program for persistently poor performance, will get targeted support through Oxford’s enhanced clinical workflow systems — the same approach that successfully lifted Desert Peak Care Center in Arizona out of SFF status.

The takeover marks Oxford Valley’s first footprint in Wisconsin, but the company’s reputation precedes it. Across its portfolio, Oxford Valley facilities average 4.5 stars, a testament to its focus on quality care, staff development, and resident satisfaction.

Rami emphasizes that the goal is not just to bring the homes up to compliance but to make them places where families feel confident and residents thrive.

“We want these facilities to be the kind of places where you’d be proud to have your own family member live,” Rami said. “That’s the standard we set, and that’s the standard we’ll deliver.”

With a track record of turning around struggling facilities and a clear roadmap for change, Oxford Valley’s arrival is being hailed as a lifeline for hundreds of Wisconsin seniors and the communities that depend on them.
